Consultant for the California Olive Oil Council investigated olive oil chemistry, current testing procedures and the international regulations for testing. Formed On-Call Environmental with a partner in March 2010.

KELLCO SERVICES Inc., Hayward, CA Senior Project Manager, 3-2008 to 9-2009
Responsibility for planning and carrying out: lead, mold and asbestos inspections in residential and commercial structures; project oversight and long-term air monitoring on major construction projects. Carried out hundreds of inspections on residential as well as large commercial structures.

SELF-EMPLOYED, Santa Cruz, CA Environmental/Chem. Consultant, 1-96 to 3-08
Environmental, safety and chemical R&D consulting services for industrial, commercial, & e-commerce companies: project feasibility studies, audits of industrial chemistry, hygiene and safety programs and field inspecting for program compliance. Lead and Asbestos inspections and Phase I, II and II Environmental Site Assessments (ESAs), geotechnical soil and groundwater surveys & monitoring. EXAMPLES OF RECENT PROJECTS:

Avenal State Prison - Dust Monitoring and Mitigation Program. Lead on-site environmental scientist responsible for dust monitoring (PM-10 and NIOSH 500) of multiple construction sites within Avenal State Prison. Responsible for interfacing with Vanir Construction Management team, multiple contractors and subcontractors and with the prison staff. Responsibility for conducting on-site Valley Fever training sessions.

Soil & Groundwater Sampling on Pesticide Contaminated 4 Acre Site in Morgan Hill, CA.
Reviewed 20 year regulatory history of site; negotiated with Central Coast Regional Water Quality Control Board (CCRWQCB) for testing and regulatory objectives; found and reconstructed monitoring wells buried by construction; carrying out groundwater monitoring in ~ 15 wells. Developed and proposed a cost-effective soil sampling (surface and GeoProbe) plan which was accepted by the CCRWQCB. Carried out extensive sample, collection and analysis. Made preliminary recommendations for in-situ remediation. A complicated, long-term project punctuated by legal skirmishes between past and present owners. Responsible for all documentation on this project.

Phase I, II & III Environmental Site Assessments (ESAs) of Bank in Aptos, CA.
Hired to performed a routine Phase I ESA on a bank structure that turned out to have been a gasoline station. Discovered waste oil tank and no written records of other tank removals. Carried out a Phase II ESA with underground location (magnetometers, ground-penetrating radar & GeoProbe borings) to rule out presence of additional tanks.

JOHNS MANVILLE CORP, Denver , CO Chemistry R&D Manager, 8-1990 to 9-1995
Performed a variety of functional roles in a company that had exited the asbestos business and was under severe government pressure to clean up it's fiberglass production facilities. Managed a chemistry R&D group that: developed cleaner, formaldehyde free binders; tested new binders on full-sized production lines; conducted air toxic measurements both for industrial hygiene and for stack emissions; implemented FTIR System for real-time evaluation of hazardous air pollutants (HAPS). Developed three separate systems for instrumental analysis of source particulates, and participated in negotiations with the EPA to qualify these methods. Addressed regulatory compliance issues of plant management regarding new binders communicating with regulatory agency personnel and served as a consultant to plant IH managers. Technical expert for the EH & S Division to addressing production sites/disposal facilities contaminated with asbestos, lead, mercury, coal-tar and respirable glass fibers.

Project Manager/Senior Research Scientist, 3-1977 to 6-1990
Worked on a wide range of research and development projects first as a research chemist and later as a project manager. Involved for 5 years in the invention, development and plant trial test production of catalytic converter systems for automobile exhaust. Major interaction with testing efforts of the end customers (i.e., Ford & GM). Broad experience in glass-organic surface interactions (photochromic composites and high-speed optical fiber coatings).
